For the past forty years, Joseph Kuspa has been involved with the wholesale produce industry in Detroit's Historic Eastern Market District.
Having owned his own business for most of that time, Mr. Kuspa is now a consultant for one of the largest family farm operations in southeast Michigan.
During his time in the produce industry, Mr. Kuspa has been an advocate for increased consumption of fresh fruits and vegetable, proper childhood nutrition and the need for increased urban access through participation in such organizations as the Wholesale Center Citizens District Council, the Eastern Market Advancement Coalition and the Detroit Fresh Food Access Initiative Taskforce. Mr. Kuspa is also a founding member of the Eastern Market Corporation, the entity that now manages the 130 year-old public marketplace and surrounding district.
A lifelong resident of Southgate, Mr. Kuspa is a 1975 graduate of Schafer High School. In 1976, at the age of 19, he was first elected to the Southgate Community Schools Board of Education. His service on the School Board continued for the next twelve years through 1989.
After a 20-year absence, he returned to public service in 2009 when he became the Mayor of his hometown. During his tenure, Mayor Kuspa has made significant strides in "re-inventing" local municipal government and how public services are delivered. His administration has been at the forefront of shared services, fiscal stability, infrastructure improvements, and the formulation of a new and more sustainable employment model. He has also led in the promotion and implementation of practical green technologies that have made the City of Southgate a recognized regional leader in energy conservation, production and efficiencies.

In January 2020, Mayor Kuspa was named an Honorary Life Member of the Southgate Rotary Club for his many years of promoting the Rotary’s local high school scholarship program. In addition, the Rotary Foundation of Rotary International named Mayor Kuspa as a “Paul Harris Fellowship” honoree, which is the highest recognition given by the Rotarian organization. Paul Harris founded Rotary International in 1905 and the fellowship is presented “in appreciation of tangible and significant assistance given for the furtherance of better understanding and friendly relations among the peoples of the world.”
Mayor Kuspa received his bachelor degree in Business Management & Administration from Wayne State University (1980).
